Tried another upgrade from Ubuntu 18.10, which failed once again. I was
unable to upload the errors but at approximately the 60% mark of the
actual installation, a message was generated that the upgrade would
probably fail.

The error messages at this point included a GDK PixBuf Warning that it could 
not open the pixbuf loader module file:
"/usr/lib/x86_64-linux-gnu/gdk-pixbuf-2.0/2.10.0/loaders.cache': No such file 
or directory
