This is an issue that started happening after an upgrade to Ubuntu MATE
19.04, never seen it before.

When I open a Caja window and right click on the trashcan in the panel,
I get no "empty trash" option listed in the context menu. It's not just
greyed out, it doesn't appear at all and it doesn't matter if the trash
is empty or full. After clicking elsewhere or just right-clicking again
on the trash, the option appears. Changing directory re-triggers the
issue.
