Images include /var/cache/apt/*.bin because minimize-manual runs very close to
the end, after the cleanup of those files is done

Ensure /var/cache/apt/*.bin does not exist
[Regression potential]
If this patch causes a regression, it would be a build failure; since it only
turns off caching, there can't really be any kind of silent regressions.
