Hello, this is pretty confusing: coreutils in both 18.10 and 19.04 have
mv -Z support, so regardless of which coreutils package was unpacked at
the time, the command should have succeeded.

Could you do some investigation?

which mv
mv --help | grep Z
ls -l `which mv`
dpkg -S `which mv`
debsums -as $(dpkg -S $(which mv) | cut -d: -f1)
