I definitely managed to fix it at some point but it was so long ago that
I've forgotten how. Try downloading the source code manually and putting
the po files where they should be installed if they're not present.

Title:
  Unable to select language which defaults to french

Status in optgeo package in Ubuntu:
  Confirmed

Bug description:
  It should be possible to change the interface language to english. In
  the 'Options' menu, the language option should have a sub-menu to
  enable selection of the language but nothing appears.

  I believe that this is due to the 'lang' directory containing the po
  files not being found. In the patches directory:
  debian/patches/30-podir.patch, I think that we should have

  +        chemin_po:='/usr/share/optgeo/lang/';

  rather than
  +        chemin_po:='/usr/share/optgeo/lang';
