Steps to reproduce:
1. Install Ubuntu 19.04
2. Open Nautilus (Files) application
3. Open new tab with any way (Ctrl+T, Ctrl+Enter for some folder - does not 
really matter)
4. Try to drag the opened Tab out the current window to create new window from 
this tab

Expected results:
* user is able to drag tab to new window (as in previous 18.10 - see screencast)

Actual results:
* user is unable to drag tab to new window

Note:
