I experienced this bug as well after update to Ubuntu 19.04. Tried newest firmware -29 (and also -27, -22) which does not work either. Tried to go back to -21, but this seems to be no longer supported by the driver.
What seems to help for me is to set bt_coex_active=0, maybe you want to try that as well. If you file a bug on kernel.org, please post a link over here for reference. Thanks!
