[impact]
fakechroot has (build-time) tests for jemalloc, but unconditionally
skips them all due to an old jemalloc bug that has been fixed.
[test case]
build fakechroot and check the logs for:
t/jemalloc.t ................ skipped: jemalloc library is missing (sudo
apt-get install libjemalloc1)
[regression potential]
this only reintroduces tests run during build. Regression should be
limited to failed builds.

the test was skipped starting in cosmic. bionic and earlier do not need
any change.
