Updated packaging to install into /vx & /vxe paths.
Only z13 optimized libraries will be produced by launchpad, however rebuilding
the package locally on a z14 mainframe should generate both z13 and z14 builds.
I consider this done. For z14 optimized libraries please open a new
ticket when launchpad gains z14 hardware, or when "cross-compiling" for
z14 is possible on an z13 system.
