If you are using Xorg with fractional scaling then this issue is
expected [1]. And I assume you are using Xorg if you have the Nvidia
driver installed.

However, mutter should be smart enough to detect when you are using
integer scaling factors and avoid the inefficiency of fractional
scaling. So maybe this is a different bottleneck...
