Some of our archive mirrors are on hosts that require the Host: header
to function. The presence of the default Apache2 page there shows you
hit a working webserver.

A better test is curl with the --resolve option:

$ curl --resolve archive.ubuntu.com:80:91.189.88.161 
http://archive.ubuntu.com/ubuntu/pool/main/n/nmap/nmap-common_7.70+dfsg1-6_all.deb
