[Impact]
Users of Ubuntu 18.04 won't be able to upgrade to 19.04 when 18.10 reaches End
of Life.
[Test Case]
1) modify ~/.cache/update-manager/meta-release so that Supported: 0 for Ubuntu
18.10
2) run do-release-upgrade
3) observe the following message
"Can not upgrade
An upgrade from 'bionic' to 'disco' is not supported with this tool."
With the version of the dist-upgrader from -proposed you'll be able to
upgrade from 18.04 to 19.04.
