With fwupd there are two ways that it will occur:

1. When updating a SuperIO EC device.  This device sets a flag that requires 
the update to perform offline due to undefined behavior with the keyboard 
controller.
2. Manually calling fwupdmgr with the --offline argument.  This will force any 
update to run in the systemd offline target.

I don't think it's a severe enough issue that needs SRU'ing, but if it's
just a symlink to solve it, I'd say fixing in the next development
release is sufficient.
