Verification-done for bionic: After installing netplan 0.96-0ubuntu0.18.04.4 the wireless network on my Thinkpad X230 is again available in Gnome-Shell's network drop-down (you see the wifi icon); and 'nmcli dev' correctly reports wlp3s0 being connected to a netplan-XXXXX connection.
