I've got the same problem on a 16.04 LTS zenbook with an ASUS eth2usb 100 Mbit/s dongle, that works perfectly on another 16.04 LTS computer !
I primarily imagined it was Bug #1688081 https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1688081 USb- Ethernet ASIX A88772 stops working after kernel 4.10 but this-one seems closer. On the "good" system, I've got : $ lsusb Bus 003 Device 003: ID 0b95:7e2b ASIX Electronics Corp.
