This kind of looks like the user in question tried to run a program as root and rather than use the standard permissions to perform a task, needed to use root's capabilities to perform the task. Can you provide some instructions on how exactly to reproduce this issue? (Probably it would be best to do this in a new bug report, a two year old bug report may not be the best place to put it.)
