There seems to be an issue with the mirror of the Ubuntu archive which
you are using - the Release file is missing for at least Cosmic.
http://mirrors.nayatel.com/ubuntu//dists/cosmic/ I'd suggest switching
mirrors of the Ubuntu archive and trying the upgrade again.
