I was able to recreate this on bionic with:
# apt update
# apt install python-neutron-fwaas-dashboard
# add-apt-repository cloud-archive:rocky
# apt dist-upgrade
# python3-neutron-fwaas-dashboard
Triaging this as high and I'll work on a fix.
