In other words use_dvr will evaluate to "True" in my case and python3
-neutron-fwaas will be installed:

pkgs.extend(DVR_PACKAGES)
py3_pkgs.append('python3-neutron-fwaas')
I'm doing another Queens -> Rocky upgrade from scratch and I will
provide an archive with /var/log/*
