All the four ARP requests from the Ubuntu server come to the remote
router (non Ubuntu) and can be seen in its log:

So, 4 ARP requests were received from the Ubuntu server and accordingly
4 ARP replies were sent by the router to the Ubuntu server. However,
only 3 of 4 ARP requests (Ubuntu -> Router) are recorded each time by
tcpdump in a trace file on the Ubuntu server.
