The release upgrader hanged when upgrading from bionic to cosmic after I
responded to a conffile prompt:
2019-05-09 19:15:43,693 WARNING got a conffile-prompt from dpkg for file:
'/etc/update-manager/release-upgrades'
2019-05-09 19:15:48,698 ERROR error 'a bytes-like object is required, not
'str'' when trying to write to the conffile
The error message comes from the conffile function in
DistUpdradeViewNonInteractive.
