* DistUpgrade/DistUpgradeViewNonInteractive.py: when responding to a
conffile prompt with "n" use bytes not a string. (LP: #1796193)
* DistUpgrade/DistUpgradeController.py: set a default value for devRelease
even if there are no options specified. (LP: #1827441)
