Public bug reported:
About 50% of the time, when I boot my laptop, the boot hangs on "Started
Wait until snapd is fully seeded." I *do* have haveged installed.
This started fairly recently. I don't think it existed right after I
upgraded to 19.04, but some additional update after that (I don't know
which, exactly) introduced the issue.
