19.10 QA-Test on lenovo thinkpad sl510 (c2d-t6570, 2gb ram, i915)

I noted appearance settings changes weren't having any impact; so in
exploring what was happening I hit ctrl+alt+T and noted this wasn't
working either.  My appearance, plus CTRL+ALT+T were fixed with a
`xfsettingsd --replace` command, so this bug is possibly related to
https://bugs.launchpad.net/ubuntu/+source/xfce4-settings/+bug/1785143.
