I'm also experiencing this bug after upgrading from 16.04 to 18.04.
Removing and reinstalling the package and .Slic3r dir does not fix it.

The Github developer comments suggest this problem was fixed as of slic3r
version 1.3.1.
The slic3r packaged with Ubuntu 18.04 is V1.2.9.

However 18.04 now includes a slic3r-prusa package which works. It
reports version 1.39.1

Workaround: 1. Install slic3r-prusa package; sudo apt-get install
slic3r-prusa

2. Copy the contents of ~/.Slic3r to ~/.Slic3rPE to restore all your
settings.
