The file that blocks you is:
javascript-common: /etc/apache2/conf-available/javascript-common.conf

That is -not- a dependency of apache2, so your "fresh install Ubuntu bionic" 
isn't as fresh?
I quickly checked it isn't even a dependency of ubuntu-desktop if you might 
If you'd purge "javascript-common" as well in your case the dir would go away.
