Public bug reported:
The package libcacard-dev on Ubuntu Xenial doesn't contain the main
header file libcacard.h.
Attached is the output of the command ubuntu-bug libcacard-dev
Steps to reproduce:
$ apt-get update
$ apt-get install libcacard-dev
All the other header and library files are there, only libcacard.h is
missing.
