Finalrd is a utility that allows to integrate shutdown hooks with
systemd-shutdown pivot-root functionality.

In cosmic and up this has proven to allow integrating shutdown hooks
that resolve various unclean or delayed shutdown issues.

Specifically mdadm Intel Matrix raid unclean or hung shutdown issues.
In a public cloud with iscsiroot executing logout on the remote server.

By itself it is inert, and generates a basic shutdown initrd usable with
systemd-shutdown. It's upto the integration packages to ship finalrd
hooks and start depending on finalrd. Thus introducing finalrd alone in
bionic, will not cause changes in shutdown behaviour.
