RE: perl openssl read/write|_all changes OpenSSL 1.1.1 has enabled AUTO_RETRY by default and all non-application data records are retried by default. Thus this is effectively a no- change for higher level users as retries have moved further down the stack to libssl itself.
Upstream executes testmatrix across a wide array of openssl implementations, and perl releases, thus there is a degree of confidence in shipping upstream preferred change of api.
