Hi Sean, for >1TB due to the defaults being for safety you need to set a different machine type. The suffix is "-hpb" like "pc-i440fx-bionic-hpb" in your case.
I have written about it here: https://cpaelzer.github.io/blogs/005-guests-bigger-than-1tb/ Changing the default is an upstream decision as we'd break migration between different machines that is unlikely to happen. There is a (very) low prio bug 1769053 to expose all of this in libvirt, which would allow to config e.g. all your server farm fro 42bits (if that is what you can do on all machines) - but nothing happens on that.
