Oh, sorry for my last comment, you can ignore it ;) I see so far that the gnucash package "suggest" gnucash-docs but doesn't "recommend" it, it has been fixed in the past but the problem did appear again with 2.2.1 release. According to the debian devel announce list, automatic installation of "recommend" package can be expected very soon, probably for Hardy. This will close the bug #8896.
