I have installed cloud-init from the below URL:
Download cloud-init0.7.8 from https://launchpad.net/cloud-init/+download
on our ubuntu 16.0.4 CIS images.
When I start the service, below status is coming:-

Loaded: loaded (/lib/systemd/system/cloud-init.service; enabled; vendor
preset: enabled)
Active: active (exited) since Fri 2019-06-07 06:37:13 CDT; 5min ago
