I installed Ubuntu once with release apt-setup (ubuntu5) and once with
proposed (ubuntu5.1). With release, the generator failed; with the
proposed update the repository configured in preseed was correctly
added.

The preseed I used was:

d-i apt-setup/local0/repository string deb 
http://ppa.launchpad.net/juliank/gnu-efi-arm64/ubuntu bionic main
d-i apt-setup/local0/comment string ppa
d-i apt-setup/local0/key string 
http://keyserver.ubuntu.com:11371/pks/lookup?op=get&search=0x58DA648C2EE026D694B000390BCE6604F83DC0AD
