amd64 Header files for compiling extension modules for the Ruby 2.3
I was able to get it to happen twice in somewhere around 100 tries so
this isn't a great test but I'm going to update one system and
continually run it on there.

Puppet agent using 100% CPU, in sched_yield() loop. Looks like an
