I am unsure if it is reproducible for a new user. I am accessing a hotmail account through Evolution by using Hotway and Hotsmtp. I am, however, also accessing a Shaw email account and have the same issue with it. While I do not think it is anything to do with Hotway or Hotsmtp I thought I should mention it just in case.
The steps are as I described. Evolution did not prompt me in this fashion before making the backup. I had restarted the program several times before making the backup as well. I do not have it set up to remember the passwords. I do not want this and have not tried it. still... I should only be prompted once each session. I have created another user on my system then set up the same accounts. I went through all the steps but I am unable to reproduce the problem; although I still have it on my main account. I will probably just kill my evolution accounts and recreate them.
