Currently the relevant error message is:

texconfig: unknown option `paperconf' given as argument for `texconfig pdftex'
texconfig: try `texconfig pdftex' for help

dpkg: error processing texlive-base (--configure):
subprocess installed post-installation script returned error exit status 1
So texlive-base fails to set up. Consequently all related packages (like
latexmk) fail to setup too. Unless you still have some logs from the
failing package we won't be able to analyze the problem. Hence I tend to
close the issue as it is > 7 years old and probably not reproducible any
more.
