By looking over this, I would suspect CD read errors. There is no reason
that this file shouldn't exist after install.

Can you check the disk for consistency (in the disk's boot menu), and
possibly try to reburn it and try again?
Also, in case that isn't the cause, did you choose a root mysql password
with spaces? If so try to do a setup without a root mysql password
immediately or at least one without spaces defined.
