Thank you for taking the time to report this issue and helping to make Ubuntu better. This however is not a bug, as the issue is you are trying to install a release that is past EOL in a condition where it is needs to get extra packages (apt-install) but those packages are no longer available [where expected] due to EOL status.
Lubuntu 17.10 was the 2017-October (yy.mm format) release of Lubuntu, it had a supported life of 9 months, reaching EOL middle 2018. After a release reaches EOL, it's repositories of software are moved from archive.ubuntu.com to old-releases.ubuntu.com (thus the installer can't find it if your system needs packages not included on the install media). You can of course trick this to work, but you should be installing a supported release anyway.
