Actually, It is AMD that decided not to provide a proprietary video
driver for Ubuntu 16.04 because 16.04 uses a version of the X server
that their proprietary drivers do not support. And they did not want to
do the work to provide support. Their development effort was going in a
different direction. Ubuntu developers had no choice but to not put AMD
proprietary drivers in 16.04.
