The install was an upgrade from 18.04 LTS to 18.04 to 19.04. After the upgrade was completed, I could not understand why my Dell laptop screen was blanking out. I discovered that my "color management profile" was in the "on" position and that was causing the screen blackout. I clicked on Settings, Devices, Color, Laptop Screen. There I found that the color setting was defaulted to the "on" position for my Dell Inspiron 15-7599. I turned off that setting and the problem disappeared. The screen works normally.
