This question was discussed by the Ubuntu Technical Board during a regularly scheduled meeting an 2007-11-20.
It was proposed that libpcre3 could be moved from /usr/lib to /lib to accomodate its use by /bin/grep. A quorum present at the meeting voted and confirmed this. Hopefully this resolves any policy question pertaining to this bug.
