I have to defer detailed packaging questions to others, but so far as I
can tell:

"Open VMware Tools for Virtual MAchines hosted on VMware (CLI)" is open-
vm-tools-desktop.

"Open VMware Tools for Virtual MAchines hosted on VMware (GUI)" is open-
vm-tools.

And the first requires the second.  See, e.g.,
https://packages.ubuntu.com/search?keywords=open-vm-tools and some of
the URLs it links to.
