I have to defer detailed packaging questions to others, but so far as I can tell: "Open VMware Tools for Virtual MAchines hosted on VMware (CLI)" is open- vm-tools-desktop. "Open VMware Tools for Virtual MAchines hosted on VMware (GUI)" is open- vm-tools. And the first requires the second.
