Public bug reported:

What I expected: Running `man hp2hs` suggests that `hp2hs` should be
useable from the command line directly.

What happened: Command not found, since `hp2hs` is in /usr/lib/ghc/bin,
not /usr/bin.  I could not find this documented anywhere, and I only
found it through a filesystem search.

It appears this is fixed in Disco, but I think it should be backported
to Bionic.
