Public bug reported:

I always disable desktop icons via Tweaks (or 'gsettings set
org.gnome.desktop.background show-desktop-icons false'). Today, I turned
on the computer and the icons were there - not only from the "~/Desktop"
directory, but all of the icons from my home folder. The icons cannot be
turned off. 'gsettings get org.gnome.desktop.background show-desktop-
icons' returns 'false'.

Additionally, my shell (zsh, oh-my-zsh) starts very slow now and with
each prompt (enter without a command entered), it takes about 2-3
seconds before the user> shows again. The icons "blink" during this as
they're being refreshed.

I am using Ubuntu 19.04, freshly installed a couple days ago. Gnome
shell v. 3.32.1-1ubuntu1~19.04.1
