I note you are using an EOL Ubuntu 17.04 kernel, rather than the
standard Ubuntu 16.04 (4.4) or Ubuntu 16.04 HWE (4.15) kernel, and loads

These I suspect are the reason for your problem, ie.
Failed to execute operation: Connection timed out

subprocess new pre-installation script returned error exit status 1
thus I would suggest using a supported Ubuntu 16.04 LTS kernel, either
the standard 4.4 or HWE (hardware-enablement-stack) 4.15 and trying
again. I've marked this bug incomplete, if you believe I'm wrong or
missing something, please return it to new and leave a comment
explaining why.
