I can observe the problem when testing in a VM with a rather small vertical
resolution.
This appears to be an upstream bug rather than Ubuntu specific. Would you mind
filing a bug at https://bugzilla.mozilla.org/enter_bug.cgi#h=dupes%7CFirefox,
and sharing the link to it here?
