Public bug reported:
In ubuntu 19.04 with emacs 26.1, typing "M-x auctex" is not a valid
command. This is reproducible even starting as "emacs -q". I've also
tried evaluating (load "auctex"), which returns true, but the command
"auctex" remains unavailable.
The variable AUCTeX-version has value 11.91.
The variable AUCTeX-date has value 2017-07-24.
