Upstream bug was closed "RESOLVED NOTABUG" on 2012-10-09
Changes were made to Gtk and not evince. Old behaviour
of scrolling with left mouse button has been moved to
right mouse button. Change also applied to nautilus.
Checked still the case with evince 3.28.4 in Ubuntu 18.04.
Due to change in functionality I'm closing this as "Invalid"
