For help on reporting bugs, see https://help.ubuntu.com/community/ReportingBugs. fyi: I have just installed 18.04(.3) a couple of times in the last 3-4 days and keyboard backlight worked on machines that had it, so it's likely an issue with your specific machine in my opinion.
