Public bug reported:

I use Xubuntu 16.04.6 LTS (xenial) with the official provided vsftpd package 
(3.0.3-3ubuntu2).
I installed it and added SSL/TLS Certificates.

I could connect to the FTP Server in a secure connection without problems. I 
could also perform FTP commands, but the modification times of many (not all) 
files and folders on the accessed server was faulty: some files/folder had the 
right date but the time was set to 00:00.
The faulty times were mostly on folders and files not on the root level of the 
connected directory, but on the children directories.

NOTE: This was not a typical "time shift" of local time in FTP. The
minutes and also the hours got lost for different times. For example,
02/07/2018 22:10 and 22/12/2016 23:54 were accessed by ftp client as
02/07/2018 00:00 and 22/12/2016 00:00

I opened the ftp server with following clients: filezilla both on Linux
and on Windows, and Free File Sync, both on Linux and on Windows.
Afterwards I removed vsftpd and installed proftpd and every modification
time was correctly shown on the same clients. Therefore, I assume the
fault is on the server, namely vsftpd, not on the clients neither on the
system.
